A program administrator manages a defined insurance program and may also be an MGA when it holds delegated underwriting authority. Not every program administrator has the same binding or underwriting permissions.

An MGA designation does not make authority unlimited. Binding limits, referrals, exclusions and claims roles are established in the delegated agreement.
